Request for Proposals: Tree Planting Along Highway 273

Scope of Work: To purchase and install 124 trees according to the Mount Holly NC-273 Landscaping Betterment Plan. This betterment plan is our master landscaping plan and includes trees, shrubs, perennials and grasses.  At this time only the trees should be considered in your bid and not the shrubs, perennials and grasses.  All tree species found on the plan have been approved by the NCDOT and an Encroachment Agreement has been granted by NCDOT and all provisions found therein shall be followed.  All trees shall be guaranteed for one year after installation.  Any tree that has started to die within the first year shall be replaced at the contractor’s expense.  Contractor must comply and conform to all Roadway Standard Drawings for Temporary Lane Closures provided by the State of North Carolina Department of Transportation Division of Highways and any amendments or supplements thereto for the safety of traffic.

Pursuant to the General Statutes of North Carolina, Section 143-129, separate sealed bids will be received by the City of Mount Holly, North Carolina, in the Municipal Building located at 400 E. Central Avenue, Mount Holly, North Carolina 28120, through September 9, 2022 at 10:00 a.m. Immediately thereafter, all bids will be publicly opened and read for the furnishing of all labor, material, equipment, supplies and supervision for the construction of the Street Improvement Projects. The proposed project is located within the right-of-way or easements on various streets in Mount Holly, NC. The project includes the repair and repaving of the streets listed in the project manual.

Bids will be received for a single prime Contract. Bids shall be on a lump sum or unit price basis as indicated in the Bid Form. Bidding Documents may be obtained from Duncan Parnell ( for a purchase price as listed on their website. All payments are to be made to Duncan Parnell. Prospective bidders must purchase Bidding Documents directly through Duncan Parnell in order to be considered an official plan holder. Neither Owner nor Designer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Request for Qualifications: Dutchman's Creek Pedestrian Bridge Final Design

Scope of Work: The City of Mount Holly, NC (the City) requests statements of qualifications from engineering firms to create a final design on a greenway pedestrian bridge crossing Dutchmans Creek which has gone through 35% design. The City of Mount Holly will require the final design to be
complete along with a cost estimate. The City of Mount Holly anticipates awarding a single contract for the services required to develop construction documents to the final design development level. Statement of Qualifications are due no later than August 23, 2022 at 11am.
