Construction and Post-Construction Site Runoff Control
The Goal - Construction Site Runoff Control: Developing, implementing, and enforcing an erosion and sediment control program for construction activities that disturb one or more acres of land (controls could include silt fences and temporary stormwater detention ponds). Mount Holly has delegated the authority of this program to Gaston County.
The Goal - Post-Construction Site Runoff Control: Developing, implementing, and enforcing a program to address discharges of post-construction stormwater runoff from new development and redevelopment areas. Applicable controls could include preventative actions such as protecting sensitive areas (e.g. wetlands) or the use of structural BMPs such as grassed swales or porous pavement.
CONSTRUCTION SITE RUNOFF CONTROL
The City of Mount Holly has the objective to reduce and eliminate construction site erosion and sediment. To best ensure this, Mount Holly has an agreement with Gaston County to administer and enforce all aspects of Construction Site Erosion and Sediment Control. It includes plan review, approval, inspection, and enforcement.
All land-disturbing activities that uncover and/or disturbs one (1) acre or more are required to submit a Soil Erosion & Sedimentation Control Plan for review to:

POST-CONSTRUCTION RUNOFF CONTROL
As our city grows, the increased impervious surfaces associated with this development will increase stormwater volume and degrade water quality, which can harm our lakes, rivers, and streams. The best way to mitigate stormwater impacts from new developments is to use practices to treat, store, and infiltrate runoff onsite before it can affect water bodies downstream.
Mount Holly has taken steps to reduce pollution that is required by the Watershed Management Ordinance. These Water Quality regulations are designed to reduce pollution in our streams, rivers, ponds, and lakes. The Watershed Management Ordinance addresses impervious limits, Best Management Practices (BMP) requirements, inspection and maintenance of structural BMPs, and penalties for non-compliance.
