For more efficient customer service, the City of Mount Holly’s Planning & Development Department is providing you with the various types of processes.
Text Amendment & Rezoning
Text amendments are changes to the language of the Zoning Ordinance and apply to all applicable properties that fall under the regulations and are not tied to a specific property.
Rezoning occurs when landowners want to develop or use their property in ways that do not conform to the current zoning regulations.
Conditional Rezoning
Conditional rezoning and zoning of property included in the application that would allow uses that are restricted to those in the corresponding zoning district and further allow for fair and reasonable conditions.
Commercial Plan Review assesses all commercial non-residential construction documents for compliance with the City’s Zoning Ordinance.
Final Plat Review
Subdivision review is a four (4) stage review process. As an initial step, a developer shall prepare an informal sketch plan and have it reviewed by the Administrator. The purpose of this informal process is not to approve any plans but to provide an opportunity to exchange information between the developer and the Administrator. The other steps can be found in the Subdivision and Land Development Ordinance.

Development Plan review assesses all construction and master site development for compliance with the City’s Zoning Ordinance.
