2024 System Development Fee Study Update

Raftelis Financial Consultants, Inc. (“Raftelis”) has completed an evaluation to develop cost-justified water and sewer system development fees for fiscal year (“FY”) 2024 for consideration by the City of Mount Holly (City). This report documents the results of the analysis, which was based on an approach for establishing system development fees set forth in North Carolina General Statute 162A Article 8 – “System Development Fees.” The purpose of this report is to summarize Raftelis’ conclusion related to cost-justified water and sewer system development fees.

Our Department
utl logo waterdropThe Utility Department is composed of the following: Administration, Water Treatment, Waste Water Treatment, Field Services, Stormwater, and Engineering/Inspection.

All of these work together to accomplish the department goal of providing quality drinking water while protecting our customers and infrastructure, and preserving our precious natural resources and environment.

Each team member plays an important role in reaching our department goal.

Administration

Administration is the key financial, project status, State permits, and document control mechanism within the Utilities Department. The Utilities & Engineering Administrator prepare five (5) Division fiscal year budgets for the Department. Tracking expenditures, purchase orders, and vendor invoices is a monthly task. A capital project status report is produced monthly to keep track of the project status approved each fiscal year. Backflow Prevention administration, State water and sewer permits, and project administrative responsibilities are also managed through the Administrator.
